If you purchase a cartoon for reprint use, the only use granted is for the specific usage rigths granted.  Usage is not transferable.  You may not remove any of the identifying information that includes: header and footer information,meta data,  copyright and other identifying information nor can you modify any of the artwork (including dimensions), wording, artwork, unless ageeed to prior to purchasing the usage rights. Modifying the cartoon in this manner will void your usage rights.
